Judge Anita M. Josey-Herring
Superior Court of the District of Columbia.
Judge Anita M. Josey-Herring serves on the Superior Court of the District of Columbia. In this capacity, she has served in the Civil, Criminal, and Family Divisions of the court, and is a former Presiding Judge of the Family Court Division. Judge Josey-Herring is a member of several organizations including the District of Columbia Bar, the United States Supreme Court Bar, the National Council of Juvenile and Family Court Judges, and the Lead Model Court Judge for the District’s Family Court. In 1994, she served on the Superior Court’s Task Force on Families and Violence, and was a member of the Court’s Domestic Violence Task Force and Council. Judge Josey-Herring is also involved in numerous efforts to improve the community and has received many awards and recognitions.

Administrative Law Judge N. Denise Wilson-Taylor
D.C. Office of Administrative Hearings
Judge N. Denise Wilson-Taylor serves as an Administrative Law Judge in the District of Columbia Office of Administrative Hearings. She previously served as an Administrative Hearing Officer for the Department of Employment Services and as Assistant General Counsel, then Acting General Counsel for the Department of Employment Services. In addition, Judge Wilson-Taylor served as Deputy Director of Labor Standards for the Department of Employment Services. As Deputy Director, she had oversight responsibility for the Office of Hearings and Adjudication, the Office of Wage and Hour, the Victims of Violent Crimes Program, the District of Columbia Disability program and the Workers’ Compensation program. Judge Wilson-Taylor received a BA from Fisk University and earned a JD from North Carolina Central University School of Law.

Administrative Law Judge H. Alexander Manuel
Office of Appeals, U.S. Dept. of Housing & Urban Development
Judge H. Alexander Manuel serves as an Administrative Judge for the U.S. Department of Housing and Urban Development, where he presides over administrative disputes involving housing loans insured by HUD and the Federal Housing Administration. He also presides over hearings involving debarments, suspensions, and limited denials of participation in HUD programs by private contractors and vendors. Appointed by the Supreme Court of Virginia, Judge Manuel previously served as an Administrative Hearing Officer from 1996 to 2001. At the state level, he principally presided over discrimination claims by state employees and due process hearings involving special education students. Judge Manuel spent much of his career in the private practice of law. He served as in-house and private counsel representing the Federal Deposit Insurance Corporation from 1989 to 1997.

Administrative Law Judge Caryn Hines

Judge Caryn Hines is an administrative law judge in the District of Columbia Office of Administrative Hearings. Prior to her appointment, Judge Hines served as a Board Member of the Montgomery County Board of Appeals in Maryland. Judge Hines has extensive experience in intellectual property law, business transactions, negotiations, contracts, grants and international trade. Her experience includes tenure as an attorney at the US Patent and Trademark Office and an attorney-advisor in the Office of the General Counsel of the US Trade and Development Agency. Judge Hines received a Bachelor of Arts degree, cum laude from Fisk University, and earned her law degree from Case Western Reserve University School of Law. Judge Hines also is an adjunct faculty member at Trinity Washington University.

Administrative Law Judge Jennifer Margaret Long
D.C. Office of Administrative Hearings
Judge Jennifer Margaret Long is a Principal Administrative Law Judge in the District of Columbia Office of Administrative Hearings. In this capacity, she oversees the Rental Housing Jurisdiction of the Office of Administrative Hearings. Before joining OAH, she served three consecutive terms as a District of Columbia Rental Housing Commission member. She has also served as an Assistant Public Defender, Arbitrator, and private practitioner. Judge Long is a member of the National Association of Administrative Law Judges (NAALJ), the Maryland and District of Columbia Association of Administrative Adjudicators, the National Bar Association, and the Judicial Council of the Washington Bar Association, where she serves as the Financial Secretary. She also serves as a mentor, tutor and member of the board of the Friends of Tyler School.
